Government and the people and determination of the Government and people to oppose the imperialists, we

shall surely be able to conquer our corrupt enemy.

(13) The Hankow Concession has been taken over by the

Chine se Goverment and it is our duty to see that it is

properly controlled. We must show to the Powers that the Revolutionary Government and the whole Chinese people are capable of controlling themselves and giving as other countries have done proper treatment to all foreign settlers according to law. Thus the imperialists will no longer be

able to retain the concession under the pretext that the

Chinese Govemment is unable to afford protection to the

lives and properties of the foreigners.

(14) Until a satisfactory reply is received to the demands of the people, we must urge our Government to continue its negotiations with the British Government. We shall not return the Concession that has been resumed.

(15) Our watchwords shall be as follows: "Maintain strict discipline among the masses"; "The Government should trust the people and the people should trust the Government"; "The success of the revolution depends on the people"; "Support the National Government which has resumed the Concession"; "Extend the Anti-Britian-Imperialism

movement and overthrow the union of the reactionaries".
